Confirmed — there was a power outage on our infrastructure side that interrupted the XMR sync across nodes. It's being resolved now, and the pair should be fully live and synced by Tuesday. Apologies for the announcement going out slightly ahead of the actual rollout finishing.

Confirmed — this is a bug, not intentional. LTC should follow the same optional rule as every other pair. Thanks for flagging it clearly with repro steps, makes this much faster to track down and fix.

Good point, and timely given we just added two more domains. A PGP-signed verification page listing all official domains is the right move — adding it to the near-term list. BitList already covers this well in the meantime (thanks TryNinja for confirming all domains are indexed there).
