Personally, I really don’t have any problem with people who choose to take a long break from gambling and later decide to come back to gambling. Sometimes this doesn’t depict addiction or inability to stay away from gambling. Sometimes it could also mean the gambler has reflected and regained some level of control, this way they’re in a more better position to make better decisions.
They said self-control in gambling is easier said than done, but every player has different ways which they deploy that help them stay in check and in control of their gambling habits, and that taken temporary break might be one of them. Even if others are seeing it as not sticking with decision, as long as those periods help them control aggressive gambling, it's worth it.

There are many other reasons besides the ones you mentioned that make a gambler return to the game over and over again. I think you left out the main point because most people relapse because of gambling addiction and many people try to quit but are unable to get out of it because of the addiction.

For a lot of gamblers it's mostly the desire to recover the money they have lost that keeps them coming back to the game continuously even after saying that they are going to quit. Quitting is not really as easy as people think it is especially those that are addicted or trapped in the state of chasing losses continuously. For those that are disciplined enough it's possible for them to stop this addiction gradually. If a decision isn't made and the gambler doesn't put himself under control he is always going to be returning to this addiction.
