That level 2 completion usually only cover their basic verification of their identity. But it does not remove the risk, since the real issue will usually occur when Rizzy or other casino asked for that level 3 or 4 verification.
What I also notice that lots of casino act the same and failures from level 2 rarely happens. But usually those withdrawal will get freeze if they cannot comply or pass on those high level identity checking.

Yeah, it would be great to have the KYC done before we can deposit any amount. Those who require KYC before withdrawing sound shady to me, as if they are looking for a hole not to give us our money. I believe a casino that asks for KYC before any transaction is more reliable than casinos that asked KYC before withdrawal. Just like what you stated, passing KYC before deposit is like caring for the player and the casino being concerned about player losses. Unlike those that asked KYC before anyone can withdraw, which I think are only concern about their own(platform) gain.

Some casinos enforce that policy, and some exchanges do mandatory KYC similarly too. Before you complete your KYC, you can not get your account details for Deposits, no addresses given for you to fund your account, and surely you can not play games or trade before completing your KYC. It's applied when KYC is mandatory on one platform but KYC itself has different levels and what described above is like the least KYC requirements to use your accounts for playing or trading. After that, during your experience on that platform, they might require you doing further KYC at higher levels and when such requests come, they're actually annoying and uncomfortable for users.

Want it or not, it's what you have to adapt to and accept in the present towards the future when KYC will be used more and enforced more strictly. If after you finish your KYC, you can withdraw your fund, it's good and somewhat acceptable. Because it at least shows that the casino is not scam, and ready to proceed withdrawals for you while KYC is like only a condition. I know it is still not convenient, not comfortable for your experience but if it goes this way, it's still better than scam casinos that ask for KYC but after users submitting documents, they only mark KYC failed and refuse to proceed withdrawals for users.
