In my country it's called Baba Ijebu. That machine is a lotto machine for printing tickets like the first poster said. I see it all around the places I go to because there is always a lotto stand within the areas. It has been so common these days that even small children can easily identify it. Someone has even brought it to my house for me to charge it. This is the most common kind of gambling for a lot of people in my State.

As you only need like a very economical gadget, basically anyone can afford it such that anyone can just buy and play the game. Of course, it is up to these people whether they will be serious on this or not. Some say that they can hit good money out of it, so why not? That machine appears to be a lotto machine, which I have seen around, and what I understand about it is that you are placing and picking numbers, which are being registered to their database based on the amount you stake. The result doesn't come out in an instant but later that day when the winning numbers are out; you can check and see if you won or not.

Yeah that's the name of the machine but is the most local gambling we have in our country because unlike sports gambling with agent that has a nice and good shop were they do there gambling business but this lotto there agent can open it anywhere without a shop, so they're mostly found on the road side and that's why op saw it on that kind of place but now lotto is not too common as it was before in my country because is difficult to win so actually sports has taken all the gambling customers they have. This is called "Baba ijebu"  in Yoruba Nigeria. it's just a lottery game, I have even played it when I was in Lagos. This machine helps you to print the lottery numbers you predict to play. Let's say if you predict your wining number to be 10-15- 20 and another set of numbers again like 3-8-9, the machine will print your ticket with the exact numbers you predict and the ID number to prove you actually played it. When the results is out and the lucky numbers matches with that which you picked, you have won and you will be paid base on the amount you places the bet. Talking about enslavement, I don't think it is about Baba ejebu game rather is about the people playing the game. If you are not productive in what you are doing and there is no opportunity to improve for the better then you are equally enslaved by that thing, that is same thing as saying someone is an addict. So it is not just about Baba ejebu but we see that in the gambling setting generally. Many gamblers are not winning but they never stopped playing. One thing about gambling is the hope you have for winning one day and that keeps your hope on while you keep drowning financially. The thing about Baba ejebu is that it has the lowest kind of stake value and while you keep staking such low value, you will not be conscious of the fact that you are losing more than if you had bet at once. Maybe that is a set up to get people to keep gambling on it.

Apparently we are from the same country, that is a popular name that we have known even before online casinos became popular. These lotto companies have been around for a long time and they are also licensed, I just found out how they work recently. I agree that the machine is popular in Nigeria and it neighborhood countries and definitely I believed others countries from other continents also use it and why I am saying is because Nigeria is not the producer of the casino machine and they also bought it from industrial countries.
