If you have a specific concern, just like the information regarding VPN, you can directly go to that section where any information about VPN can be found. Not all people are responsible enough to read the TOS, because in real time many people ignore that upon signing up. Many just think its a total waste of time because they assume that they know the rules of casino and all of them have similarities.
