Well, the steps needed to invade a country, which can give significant resistance would be:
1) Neutralise that country's defensive/retaliotary mechanisms (PARTIALLY DONE - Missile "defence" in Europe, but more needs to be deployed)
2) Disparage and paint that country in black (DONE)
3) Create a conflict at that country's doorstep to justify the next step (DONE)
4) Gradually pull your troops to that county's borders without raising to much alarm (ALMOST DONE)
5) Bonus: Get that country to pull it's troops from the border (DONE)
6) Instigate a large-scale provocation to allow you to "retaliate" (STILL TO COME)
7) Invade at will (STILL TO COME)
Hagel is currently swinging through Romania, a NATO member that has urged the US to increase its presence in Eastern Europe in the wake of the Ukraine conflict and Russia’s accession of Crimea. Since then, the country has been a part of joint military exercises with American forces and has promised to increase its own defense spending.

There was actually a request from both sides in the romanian government for more troops to be deployed in Romania and as well as protection for Moldova.
And for the first time there was no opposition like when the base at Deveselu was planned or when the first planes arrived at Kogalniceanu
