Subject to administrators for permission to publish my topic

My themes were blocked (https://bitcointalk.org/index.php?topic=498662.0) , I made change under paragraph https://bitcointalk.org/index.php?topic=434310.msg4769283 # msg4769283, but the theme  was blocking ( https://bitcointalk.org/index.php?topic=585970.0 ). I did not get the reasons

And can I ask administrators to publish the topic again , I am afraid that my topic will be locked again
