It's not really necessary but an account with an announced public key has a 256 bit security. An account without an announced public key has only a 64bit protection.
An account address has only 64 significant bit. It is possible but very unlikely that someone is able to create an address collision with a different secret. You eliminate this theoretical possibility by announcing your publick key to the blockchain.

Right now, you'll have to wait in line. According to the block explorer, the exchange account now has more than 1.7 billion NFD! Since the HZ team doesn't want any dumps, they're issuing the exchange HZ slowly. (I know this: I sent in a lot of NFD, but I'm only getting a trickle of HZ daily. That's because smaller exchangers are given priority over the likes of me. )

  smaller deposits will be processed first, if you want to get some HZ sooner, send a lower amount of NFD

From what I've seen, the AE operates pretty much the same as NFD's - albeit with a slightly different interface.
