Would you have any inclination of the length of the password or at least some of the constituent characters of the password? I'm sorry to say it but without those you're going to be left with bruteforcing and that is going to be impossible for you if the password is longer than ~ 7 characters (assuming no special ones).

I have no idea the length of the password. I only know that the encryption method was created by TCzarCommunity . They had an onion address in TOR but I cannot find them anywhere.

Are you looking at just the tool that encrypted the data? Because even with the tool but without the keys you can't decrypted your data.

The most important thing is this passwd : VsIJxlznWkfRauhF6sGvjdZxt3qtWDdVQjbE+KFtKXjarc7IfcJxbWq9LACWVO7t8Rqwp+/OvbJHsxzwZ6Ys8Q== also got a second password possible the key to decrypt the main one. But I dont know the algorithm Maybe with the tool can figure out how the password was encrypted.

You say you already have a second password? If so, it will be useful. The hash is encrypted using two rounds of AES, I have a method of decryption it, PM me the password and I will see what I can do, either that or I can post instructions on how to do so yourself. The password you posted appears to be base64, but doesn't decode nicely using any common encodings. If the password was randomly generated, it could still be correct, otherwise there's probably another step to it. I'll PM you the decrypted version using ASCII and UTF-8 encodings, it may help. You may need to do something with the hex data from it to decrypt the wallet, but I'm not sure what you would to do there. Also, why are you trying to decrypt the wallet? Is it yours, part of a contest, or is it hacked?
