A preface to the entire system:

For several weeks we have been creating a system which allows to pay in stores and withdraw money from a cash dispenser by our card – Pure Visa. It will be associated with topping up on a special website designed by PureCoin developers. PureCoin, which will be sent there, will be converted on the basis of the rate of exchange from greater stock markets, such as Mintap, Cryptsy, Poloniex, Bittrex into bitcoin rate, and bitcoin into a national currency (GBP, Euro, Dollar, Zloty). We will have 4 currency accounts for Euro, GBP, Dollars and Zlotys. Ordering a card, it will be necessary to mark a currency we wish to select. Four major accounts will also have subaccounts, that is accounts devoted to PureCoin users. Every payment will be concerned with verifying a suitable amount of money on the account; if funds are sufficient, a payment will be issued from the major account, and funds on the subaccount will be reduced.  

What can I do to pay and take out money from Pure Visa card?

At first, you have to top up a purecoin wallet on a special website designed by purecoin developers, which will be then converted into BTS from the great stock market, and BTS into a national currency. Once PURE have been converted into dollars, Euro, GBP or Zlotys, you will not be able to convert it back into PURE.  
When you convert PureCoins into a national currency, you can visit a shop to buy something or go to a cash dispenser to withdraw your money.
For example if you take out $10, $10 will be reduced from your account + commission, roughly 0.2-1% for PURECOIN team.

How much does it cost?

Price + shipment will be partially covered by a bonus. Price for a card + shipment is about 0.01 BTC or 200 PURE.

How can I order it?

On 31st of May 2014 our team is going to allow potential users to sign up for Pure Visa card. You will also be allowed to pay in 0.01 BTC or 200 PURE for a card and a shipment.

When will you send first cards?

First cards will be sent on 9th of June 2014 to our testers. 5-10 cards per each national currency.
Persons who sign up at the earliest and pay for a card and a shipment (0.01 BTC or 200 PURE) will become testers of the entire system.
After checking the entire system, we will send cards to all registered persons.

This is a scam. Regardless of the illusionary nonsense in the OP, there is no way government regulations would allow a website to act as a Crypto/Fiat exchange without compliance to regulations as a Money Service Buisness, which take YEARS to get around, just like it did for Cryptsy in the US. My guess it you will mine the coins send them to his website and they will be dumped as soon as this gets added to an exchange.

How will it work?

You'll get a card that supports PureCoin. On the website you will be able to add
coins to the card converted at the exchange rate (with Mintpal, Cryptsy or others
big exchanges) will be converted in  Dollar, EURO, GBP or ZL. Visa cards will operated
national currency.
