I just joined a budget plan with my power company which bills me $84/month regardless of usage Was this an option with your power company you could sign up for in place of a regular per kW pricing? Meaning that you could pick between the two plans?

Meaning that you could pick between the two plans? it wasn't offered to me when I started service, I got a bill last month for over $400 and I called them and the guy I spoke with said "you should have signed up for our budget plan, it's a flat rate of $84/mo no matter how much you use", I informed him that the original sales rep was an idiot and never offered me that deal

Wake up bro, and read the fine print ! There are no deals like that, just think about it ! What company would charge you less, if they can rip you off "Budget plan" means you have a measly monthly quota of energy, which won't be enough for you, judging by your previous bill. And by this: "it's a flat rate of $84/mo no matter how much you use", the sales rep meant you'll be charged that 84 bucks every time, no matter if you exhausted the quota or not. Wake up !

Those fractions add up.
It's 14.5 cents (plus some fractions) per kW/h in Los Angeles.

Here in Lawrence, KS:
For the months of October through May: $0.057743 per kWh for the first 500 kWh $0.057743 per kWh for the next 400 kWh $0.045896 per kWh for all additional kWh
For the months of June through September: $0.057743 per kWh for the first 500 kWh $0.057743 per kWh for the next 400 kWh $0.071091 per kWh for all additional kWh
So my worst-case is $.60 a day to run my 7970, if I calculate that right. But I suck at power calculations. I always miss a decimal point or something.
