it wasn't offered to me when I started service, I got a bill last month for over $400 and I called them and the guy I spoke with said "you should have signed up for our budget plan, it's a flat rate of $84/mo no matter how much you use", I informed him that the original sales rep was an idiot and never offered me that deal

There are no deals like that, just think about it ! 
What company would charge you less, if they can rip you off 
"Budget plan" means you have a measly monthly quota of energy, which won't be enough for you, judging by your previous bill.
And by this: "it's a flat rate of $84/mo no matter how much you use", the sales rep meant you'll be charged that 84 bucks every time, no matter if you exhausted the quota or not.

It's 14.5 cents (plus some fractions) per kW/h in Los Angeles.

$0.071091 per kWh for all additional kWh

So my worst-case is $.60 a day to run my 7970, if I calculate that right.  But I suck at power calculations.  I always miss a decimal point or something.
