I'm sorry I do not understand the question. If you deposit HYPER to the server you can withdrawal them again later any time. The server was changed so that now there is no reason to deposit HYPER, just join the server and play to earn HYPER for free that you can withdrawal and use however you want.

i can trying play CS:GO but i don't have a good PC i new buy a new graphic card and procesor

Yes, both 1.6 and GO require Steam.

Your "Steam name" is your player name in CSGO. You can change it in game: SHIFT + TAB -> settings (steam)

You can buy guns and equipment from a menu every time a round starts by pressing the B key on your keyboard. B for BUY. I am not certain how this works out for other languages:(
