It's what's currently on what was the bit-investors website.

You know how you can sign a message using the private key of an address you own? E.g. 'hello' signed with the address in my signature is 'G2Nw/iBBh36UVXr+FP4+EthV/1I8ulDiOSI+M0oSrsZ94RJKq5ZqgVWT2GKLGnsIW656z/xJi5bVZP9Y8YR+bl8=', which proves that I own the address and that I signed the message. Well, say I wanted to send you an encrypted message. You send me your PGP public key. I then encrypt my message with your key and send it however I want. It (theoretically, assuming no security flaws) should be broadcastable to the world, yet only you with your private key can read my secret message.

The question is, who is the message for?
