I helped out with Qora Coin and built a project plan for the community. This application is not an Altcoin per say like Bitcoin/LiteCoin. This application will sit on top of Altcoins to facilitate Bill Payments. Basically, a Decentralized version of https://bylls.com/. Update to OP and expanded upon the features.
I.) Introduction
TileCoin is a crypto-token which enables access to a Decentralized Bill Payments/Investment Application (ĐApp).
Overview of Features: 1.) The wallet empowers people/business to send and receive different types of cryptocurrencies; 2.) Facilitates people to find businesses and pay any type of monthly bills; 3.) Enables people to micro-invest into businesses that include ownership, lending and cash equivalents using Smart Contracts. 3.1) Use Case: Alice pays her mobile phone bill every month, during the Bill Payment process an additional option is displayed to purchase stock or partial stock. This would be like a hybrid of Shopify and Sharebuilder in one.

As of today, No. In the coming year, maybe possible, but not guaranteed. Many changes are happening with regulations. This is why we are going through the process of creating a Decentralized Autonomous Organization/Corporation... Will any of the proposed apps for this coin result in fees that will provide income or a 'dividend ' to TCO holders going forward ??

Updated # of TileCoin and initial price. 100,000,000 TileCoin with a sale price of 0.00001542 BTC/EACH. Any coins remaining will be burned from an Exchange. Since we have similar functionality to SWARM, we have decided that our coin will allow a more fair entry point to access TileCoin.

Very little compared to others. We are much more realistic. Will update the high-level budget on the OP. This is at current BTC to Fiat conversion. When/If BTC goes higher, then less BTC is needed. Regards, 1542 btc.

Which others? Normally 1500 is a pretty huge demand. Still because I like the OP, I have two queries: 1. Will you have an escrow for the ICO? 2. Are you going to clarify all the escrow requirements to the public? syscoin (raised 1500 btc) btc has been stuck with moolah as slex has been changing the escrow terms as he wishes. Add to it the fact that most of the escrowers hold the view that working wallet/blockchain (bittrex) is enough for the escrow money to be released. That holds true even if people normally pay for the "functionality" of the coin and not a vanilla copy of blockchain and wallet.

Thank you for your questions. 1. Escrow is the Exchange. Will you have an escrow for the ICO? All addresses will be provided to the general public. We will use specific Accounting Codes in txns. Novel new concept as well. 2. Yes for sure. I would prefer that an Exchange only release funds on a monthly basis to prove that we are on track with development tasks and we will not run away, otherwise we will seek an independent Escrow to release funds on a monthly basis. This has a cost though. Which I do not mind and will personally pay out of my pocket for TRUST purposes. Unprecedented from other scam coins. Regards, Very little compared to others. Updated OP. Tentative TileCoin Initial Coin Sales until approval by BittrexTileCoinX to transfer to Bittrex if approved. http://blockscan.com/assetinfo.aspx?q=TILECOINXDate of Initial Coin Sales to be determined with Bittrex. The price for each TileCoin is 0.00001542 BTC and the total market cap would be a maximum of 1542 BTC. Any TileCoin that are not sold during the 4 week period, need to be burned by Bittrex who will send the remaining unsold TileCoin to the following non-spendable Bitcoin address.
