Whoever gets the rigs first will make a fortune. Eventually everything will even out as everyone will have the same rigs and the difficulties will adjust upwards accordingly. The more rigs you have the more coins you will mine.

Eventually EVERYONE who mines will need to have these rigs to stay in the game and remain competitive.

Those rigs won't pay for themselves cause x11 x13 x15 coins will go up in difficulty so much,  that they wont make enough to pay for the electricity ( even though small ) so the one making money are the ones selling them. Look at the asic scrypt miners, they didn't pay for them selves , the scrypt coins cant be mined with profit now, so now it will be x11 x13 x15 ect. look at nicehash  scrypt before the big sale of 28nm technology .6 to .9 btc gh/day now .3
