No there is no dev fee in the x16r spmod-git. Free and opensource. Works on linux. Even on centos.. The ausee candy...

I TESTED THE SP-HASH SUPRMINER (FREE OPEN SOURCE (FOS))--
Firstly I had to reduce the default intensity to 15 to prevent a crash on launch. I am mining with six EVGA 750ti SC cards, single fan, no 6-pin PCIe power plug, but factory overclocked. I ran into the same problem with both tpruvot's CCminer 2.2.5 and OC's Suprminer. So far, sp_ 's software is the most stable.
At an intensity of 15, the six-card 750ti rig will mine overnight at 12+ MH/s. The hash rate varies widely because of the algo-varying subroutine. At times the hash rate is over 20MH/s for the rig. The other two miners I mentioned above are not stable for 15 minutes on these cards.
The software has been compiled on an updated Lubuntu 16.04, with CUDA Toolkit 9.1, 64bits. It compiled with no errors (as did the other 2) after being cloned from Git. I will have to try the latest commit later today.
The rig runs at about twice the wattage required to mine CryptoNightv7 with XMR-Stak. The X16R algorithm is rough on the cards.
I like the console statistics in sp_ 's version, they are most thorough. However, if the rig starts hanging and requiring a hard-reset, like in the beginning with all 3 softwares, I will go back to XMR algorithm.

GTX 750ti CARDS NOT PERFORMING WELL--
I have been testing the latest sp-mod commits and builds. Because of the random hash rate variations in the x16r algorithm, hash rate alone is a poor choice for comparison. And, my poor little single-fan 750ti cards just do not perform well with any of the Raven miners. That includes sp-mod, tpruvot, OCminer (suprminer base), and zealot/enemy. I cannot control-c exit from any of them on a clean Lubuntu 16.04/CUDA TK 9.1 build system. They all require a hard reset to exit. If i end the miner with a "kill" command, the miner will not re-launch, requiring a hard reset to mine again.
I stopped mining Raven (RVN) with my 750ti cards and went back to mining Monero with XMR-Stak. The cards use now less than half the wattage, RVN revenue has dropped, and XMR-Stak is stable for weeks on the rig (6x 750ti). Mining RVN produced strange drops in console hash rate reports; single cards dropped to 3XXMH/s, but the total accepted hashes were still 12+MH/s (2XXXMH/s per card).
My 1080ti is another story. It runs all the CCminer variants well on Win 7 x64. I did not do a full assessment of sp-mod release #1, but sp-mod gives a clear presentation of single card performance. I also tested Zealot/Enemy 1.09 (an alpha build). It has a more colorful console, but includes a donation fee of 1%.
Other testers are looking at submitted/accepted shares per time as a fair comparison, rather than hash rate alone. A reasonable approach, however I did not take enough notes for a good comparison on my single 1080ti before I stopped mining RVN. My single 1080ti performed better than my entire 6x 750ti rig, and when the rig was running at its best. Hash rates for both were in the mid-teens.
If the RVN market peaks again, I may do a more thorough comparison. My 750ti cards will be out of the game unless the software changes. They have other algos to mine. --scryptr

I pushed a 60-70% improvement in the hamsi 80bit algo (github). Almost 3 times faster than the alexis hamsi 64bit The hamsi 80bit is only used 1/16th of the time in x16r, so the speedup is only around +4% I also added 38% more in the fugue 80bit (+60% faster than the tvpruvot original 80bit code)

I don't have problems with my 750ti cards, but I don't oc, and run with 80% tdp. Stable for months. (sp-mod private)

When was the last time anything from sp_ produced this kind of an improvement FOR FREE?
When I did opensource work i pushed the most profitable algos at the time like quark +50% faster. for FREE. I have done my opensource part for the community. Time to move on and let the cuda students take over. 4-5 years ago mining was done by the few in their garage and basements. Today you have bigger farms, bigger coins, and more money invested in equipment. Improving the money maker for free doesn't make sense anymore. This is your opinion. A lot of people are working on free miners and other tools. I have just released the fastest free x16r opensource fork @ github. What have you done the past few years? I heard that you have been working, but I haven't seen anything new for a long time yet. Why don't you share some tricks. Perhaps the cuda students can learn some and beat us. he-he

Most of my work is on coins, recently: intense coin, cryptonite, but I also do some miners.

750ti CARDS STABLE AT AN INTENSITY OF 14--
My EVGA GTX 750ti SC cards have been running for several hours on the latest SPmod commit with no apparent problems. They hash at 65-75kH/W, and 1.7kH/s to 2.XkH/s apiece. I just started the CPU miner on the 6x 750ti rig to see if there is any impact. Currently, the cards are running at 30-33W each, reported at the console via nvidia-smi. And, for some reason, my pre-compiled windows release (SPMOD-GIT #3) does not report hash/W in the console window for my 1080ti; it is hashing at an intensity of 21 and stable overnight. None of my cards are overclocked. The 750ti cards are on a Lubuntu 16.04 system with CUDA ToolKit 9.1.
I have lowered the intensity on my 750ti cards from 15 to 14 (intensity 15 performance was reported earlier). At the higher intensity, the hash reports at the console for the individual GPUs were unreliable, and did not match submitted/accepted hash reports. On the other hand, the max intensity setting for my 1080ti is 21. Any higher and the miner crashes.
The total hash rate at the pool for both miners trends in the neighborhood of ~20 to 35MH/s (at times over 40MH/s). Still too early for any big conclusions, but the Free Open Source (FOS) builds are a breath of fresh air. Hecklers should depart this thread and go throw rotten tomatoes at the Enemy. --scryptr

I pushed a 4% faster fugue to github + some pool tuning. Run with fixed difficulty on the pool. The enemy dude is taking my optimized code and merge it into his 1.09 exe file. (1% fee miner) I have only shared speedups in 8 of the 16 algos. My private can beat beat enemy 1.09 r5 with 10% dev fee.
