Yes, you can go to digital goods in the marketplace to buy and sell accounts. But I don't know if you will get a lot for a member account.

The point of buying one, as I've yet to see another good reason, is to sign up for signature campaigns that pay quite handsomely!

Why? Get yourself up to a decent rank such as Senior and it may be possible to earn that per month from a decent campaign like PrimeDice when it returns. There was a time when people were earning 2.4 bitcoins a month which is crazy.

How exactly does one raise their rankings up to Senior and so forth? is it the amount of times you post or the different topics you post in? Does anyone know this exactly?

Your activity goes up by 14 points every two weeks or so. You don't have to post like crazy to raise it, just be present and patient and it'll get there in the end.

Many people buy accounts with higher rank to participate in the signature campaigns and get more bitcoins. I think that is the most common reason for selling accounts.
Some others buy them to use in scams later. : /
