Your activity needs to be at least 30 to become Junior member and then you can wear signatures.

I think there are campaigns which would allow newbies as well. Specially because Jr  Members and Newbies have almost the same signature space.

Member needs 60 activity and most of the sig campaign dont accept member ranks.

BTW, the difference in characters limit is also significant. Jrs have 150 char limit, newbies only 50.
