In the end, I think this award isn't going to necessarily portray the "Proof of Honor" in the winning developer, as so much as it will portray and reflect the size of their community and total # of bct accounts by their users.
If a community has that many supporters it must mean the developer has done something right to keep them all around and them come out of their way to vote. Also given the nomination process is ran on very rare occasions, the smaller communities have time to grow and try in the next round.
Please keep in mind that it can be anyone in the digital currency space, not just the developers of a coin.
