no. it doesnt work like that.
that transaction was included in block 337588.
They had to have been sent by 9:00 (337581 block) to source address, to be able to be sent (from source) to 18k address at block 337588.

If you trust the auditor, "Bitstamp proved its ownership of 183,497.40310794 BTC to Bitcoin developer Mike Hearn." It seems this audit was end of Aug / Start of Sept 2014, if done around the same time as Huobi. But I can't see exactly when the audit was.
