Kadyrov himself is quite controversial person. Competent manager who was able to find optimal solutions in critical situations, which led his republic from ruins to prosperity. On the other hand, he was raised in very religious family, his father was a mullah. As the result, he's too religious... Even more religious than iranian priest class, I'd say. This could have easily been prevented. In fact these guys were known to the police and under surveillance. The office of CH was under attack before, so firearms and the appropriate training could have been given to the employees.
We (usually) don't have firearms in the streets in france, nor organize self defense with assault riffle What better way for the government to keep you subject to their powers?
