This is a bunch of BS. All the governments practice terrorism on their people. If they didn't, the only laws they would uphold are, freedom for everyone in every way except if he:
1. harms someone;
2. damages a person's property;
3. breaks a formal contract that was explicitly signed.
If someone broke one of the above three, then the only thing government would do would be to judge him according to the way he broke the law... eye for eye, tooth for tooth, property for property, life for life. If no harm or damage was done, complete freedom for the people.
Taxes would be voluntary, which means they would be either donations, or else payment to the judges for judging. The judges would have the job of formally teaching the people, in a format of warning them, about what the results would be if the above, three laws were broken.
