I think they are in the process of updating their wallet. Once they are done they will enable withdraws.

We are on block 9613 so where 87 more blocks are found the updated POS will kick in. The reason why they put the change in the future so people have time to update their wallets to the latest so they can stay on the same chain. Those who do not update will not be on the same chain.

im referring to why the exchange wallets are disabled? is it set to enable at 9700?

No. They will enable it when they have looked and the source code, compiled and tested it.

No. They will enable it when they have looked and the source code, compiled and tested it.

Correct. You can stake coins in your local wallet right now. You just are not able to deposit or withdraw from the exchanges until they have update their wallets.  After block 9700 the POS should change to 3650% Annually
