Tried to upload $1.47 into my Skrill account out of the $1.5 that I have in this card but transaction was failed. Tried again & failed again.
Now, need to wait 24 hours before I can use card again to upload funds in my Skrill account.

While we had numerous feedbacks about PayPal, we never had any customers that attempted to load funds on their Skrill account, so let's sort this out together.
Did Skrill require any kind of card confirmation prior to adding it as a funding method on your account? If yes, you probably may want to check the card's transaction history in order to find the verification debit line from Skrill. PayPal usually requires at least $4 dollars on your card in order to add it as a funding method, but we don't know how much Skrill requires on its side.
Last question, are you sure that prepaid debit cards (and not the usual credit cards) are accepted as a funding method on Skrill?

Nope, Payza required this confirmation but Skrill does not. I tried to verify this card in my Skrill account twice but that was unsuccessful.
Either they were trying to deduct more than $1.5 or they don't accept prepaid debit cards.

On another note: When I was using PayPal, then I used to send payments via PayPal using funds in my Neteller account. I had linked my Net+ VCC to my PayPal a/c & it was working like charm.

We finally got a reply from Skrill and it appears that a very few list of prepaid debit cards are accepted on their platform, and unfortunately the cards issued by our partner bank are not among this list.
You can still link and verify your card on the most popular e-wallet, PayPal, as well as use it to purchase any good you want on merchants that accept VISA :)

Therefore, it is very unlikely that your account can be limited following the linking of your card.

Even after linking a virtual card to PayPal, my account got limited because I do not have a proof of address and ID. Don't know how to work around that and get my funds out of PayPal.

Correct. In some countries like Morroco, PayPal only requires a debit card like ours in order to verify the account and remove the limits. However, in many occidental countries, the verification process requires much more documentation, including the various documents you quoted. Our card is only the part of the solution in this case  ;)

The whole paypal thing is impossible.  They do not recognize the card number as anything but a disposable card and there is no way to use the card.  Out of 24 sites, they all refuse the card.

Please explain?  The only thing close to "scam" is their BTC to fiat rate because it's not 1:1. That's how they can claim no load fees.  I suppose it's not the most ethical because the customer is lead to believe there is no fees.  But on the other hand, they need to make money somehow.

If the only problem you are facing is having the amount deducted then you should deposit a small amount, say 3$-4$ in the virtual card then allow PayPal to take the amount from your card, the amount taken should be visible in your transaction list in your Coinizy account, you just type it to confirm that you control that card and the link should be successful. The amount they took will go back to the card after doing so.

maybe adding an extra dollar should do the trick
as there might be some conversion fees to be paid depending on which paypal currency your account is registered in
or paypal is registering the card in great British pound (GBP) denomination.

Small deposit they ask when you attach bank account, not for Vcc. I tried OP's Vcc and it worked well with Paypal and even I'm using it on Facebook for boosting and its working.

It seems like it's "ongoing maintenance" and new users can't make a new account. Any idea when registration will be open once more?  :P
