I think this is hard of an issue. All consider blockchain to be honest and fair technology, but I think that technology is man-made even though everyone believes blockchain can help the economy. however, behind it all there is a high level of trust by humans in technology. So I think it's not just the blockchain that helps the economy, but the whole technology like big data, IoT, AL, etc. that help the human economy grow.

I think it could not help because the government has the centralized system of its nature. There could be part that we could decentralized but then again government system is centralized in nature.
