To be honest in the real world it is really very easy to track someone because the identity was already public but in the bitcoin you cannot trace or track anyone or maybe it would be so hard to track anyone here. Just give the scenario if the person is using coinbase which can generate different wallet address as long as you want then how the people will be able to track those kind of person?
