the best decentralized exchange is Poloniex because of their good policy and privacy to each of members. But for now they are requiring valid id for the new comers to ensure to proper use of the said exchanges.
Poloniex is a centralized exchange. Their requirement to provide an ID has noting to do with as you call it "proper use of the said exchanges" but is them implementing KYC.

Of course you can, like in any fork of BTC, snapshot - delivery of new forked coins - use as you wish There's no fork dude. The snapshot and the btc address signature is a way of proving you had a btc balance at height #480000 so you can get SEM. It's a form of distribution of Semux which is a brand new crypto currency.

What are typical transaction fees for SEM? I've only got incoming on my wallet. Haven't sent any out yet. Also I've only seen rounded amounts of SEM. How many decimal places is it divisible by?
Typical fee is 0.05 SEM. I heard it may be lowered in the main net.

That comparison won't be worth much. The PoS implementation for Ethereum looks quite different from other PoS implementations. It's much more sophisticated than simple "stake and gain interest" PoS. Is Casper more like BTF with validators taking turns? Can developers say on this? 30s per block. 1block for confirmation It's worth highlighting that only 1 confirmation is required for an IMMUTABLE transaction. This means you don't have to wait i.e. 10 confirmations, just 1 is needed. This is one of the great things about Semux and BTF consensus! Oh i wasn't aware of it. So it is not possible to make double payments or so. But probably exchanges would ask more than 1 confirmation when it listed Woww! But is 30 sec really the fastest block time or could it match ETH's 12 second or whatever? 12 seconds isn't so great if it's clogged with cryptokitties Bitcoin is 10 minutes.. I'd say 30 seconds is fast enough if you can get 100's of tps like Semux. And you only need 1 confirmation, not 10 so you wait 30 seconds and that's it Bitcoin needs 10 min * required confirms = i.e 60 min!
