What about a system that rejects blocks if >N blocks in a row go to the same address (minted by the same pool) ?
Basically limiting any pool from finding too much blocks in a row which would only happen if you are either extremely lucky or have a majority of hashingpower.
Pools will want to limit their hashrate due to the fact that they will become inefficient. This will contribute to more pools and an even spread of mining.

Don't know if this can be done or will work...

who knows, when china finally will ban it completely and start a fight against it like against drugs or smth we might test 50$ again, who knows. china is still the bigest player in this game by far, most of the bitcoins are circulating in china.

But then again maybe chinese drug cartels will massively adopt bitcoin for their international drug networks.

The difference with BTC and the lottery.

The lottery has a date at which a winner will be anounced. Bitcoin allows you to cash out at any time.
The lottery gives NO insite into your winning state. Bitcoin shows the value of your investment at any time.
In a lottery you either win or loose. With bitcoin you can get richer or poorer. Losing all or winning all are the only two possibilities that are nearly impossible.

What the OP might be trying to ask is if bitcoin can go both ways (to da moon or into the earths core).
The simple answer is YES bitcoin can go up or down just as easily. Statisically chances are higher that it will go to $0 but due to market adoption belief is that it will go much higher.

Now in 2014 the People's Bank payment and settlement system operation and maintenance notice of the matter as follows:

First, for the good operation of payment and settlement systems and institutions involved in the maintenance of front-end, with good promotion of second-generation payment system and central bank data centralized accounting system, payment and settlement system in 2014 will total 13 maintenance window opens , respectively, on January 18, February 15, February 22, March 22, April 26, May 24, June 28, July 26, August 23, September 20, October 25, November 22, beginning at 00:00 on December 13, 08:00 before the end. During the maintenance window opens, micro-payment systems, online payment interbank clearing system and the national check image exchange system to stop receiving business.
