What makes it a 51% attack if 51% of the network decides to change the network rules?

The attacker amassed more than 50% of total graphrate to perform a reorg.
No network rules were changed. What changed (drastically) was the most-worked branch.

No rational player will ever join a mining pool that deliberately tends to decrease the revenue of the miners.

But imagine the KYC pool offering *negative* pool fee rates. I.e.they will subsidize any miner in their pool.
Then all rational miners, at least those that particularly value their anonymity, will flock to that pool, censorship be damned.

So they may well acquire a majority of hashrate, with an ability to orphan any block from other pools that included a censored transaction. They will just have to pay dearly for this ability...

BEAM responded to repeated 51% attacks on their network by adopting an unsound longest chain rule,
where nodes do not switch to another more-work chain if it reorgs too many blocks (unless their chain
is stuck for a long enough time).

In terms of efficiency, these numbers are barely better than a 2080Ti,
which gets 0.74 gps at 250W.

Grin has constant block reward. In Doge the current reward is only 1% of initial reward.
Not quite the same, unless your only distinction is capped vs uncapped.

Taking that to an extreme, Grin would be the same as Bitcoin with a 1 satoshi tail emission,
where late miners are rewarded 5 billion times less than initial ones.
