the 90 day warranty also doesn't seem to be right since I see many guys saying it is just illegal in Europe. If it's not sold in Europe, they do not have to apply the European law. If they sell them and ship them from China, they can apply whatever warranty they want. Even if the product is delivered in Europe.

I've received payments on several of my BTC addresses. I have multiple payments, just above 0.01 BTC, so the 4% fee applies.

AMD has finally announced a date where they’ll announce the consumer-oriented Radeon RX Vega. The mythical card’s launch will be taking place at SIGGRAPH this year. SIGGRAPH is an interesting choice for a venue, as it’s not a consumer event (as opposed to say E3 or IFA), but AMD is no stranger to the show, having launched their Radeon WX professional products there last year. If I take a retail price of ~250€ for one RX480, and assume that the mining power of a Radeon Frontier Edition is equal to a Nvidia GP100, that tell us that if the card retails at more then ~650 to 700€ it's not worth to buy it.

People use mostly x1 slots with risers. There should be no impact using x1 slots.
You said that you swapped the video cards between the slots and the slow card is slow on whatever slot. It looks like your video card itself has a problem.
