I would say you are down to a 100% driver problem at this point. Uninstall, clean up with drivercleaner, make sure OpenCL dll's are deleted from system32 and syswow64, reinstall 13.1 driver.

Two thoughts. 1) You only have 1GB of RAM and that matters with scrypt. 2) Your AMD OpenCL/drivers are probably not ideal.

Finally I can get the blockchain. Weird, my compiled linux daemon would connect to a million peers but no blocks. Download somebodies random Windows binary and it syncs in 2 seconds.

I can't sync either. Compile with PNP support, over 25 connections, 0 blocks, can't sync blockchain with no obvious messages in debug log.
Did you get elacoin-qt working? I gave up on compiling QT versions of alt coins about 73 failed tries ago.
