your right mate there are many factors that come into play, network traffic etc but i think the writer as he seams new to cryptocurrencies was trying to put it in a sort of "Laymen's term" type of explanation, trying to simplify it, he may of over simplified but to a new audience just dipping their toes in the ocean of digital currencies i think it's the best approach
