1000 satoshis? That's below the min output limit. Your TX will never confirm.
Try seeing how CoinChat does it (plus, people frequently get a whole mBTC for a line of message).
The transactions will be sent out in 1 bulk pay to 100 recipients at a time, not individuals. That will not confirm. If you send ~5430 satoshis or less to anyone, EVEN if you are sending to 100 or 1000 addresses, the transaction will be "non standard" and the default client will block it. This. What you will need to do is create an account-type system to handle them. Then either do auto payouts once you hit a certain threshold or allow users to manually move their balance from delayed to pending. Easier would be changing 1K to 10K satoshis. Everyone will be happy I think if he had the money, he would but that doesn't seem like the case.

If he wanted to scam he would have posted a Bitcoin address. So I don't think it's a scam. The site he thinks to is a legit crowdfunding site ranking 12,170 in Alexa: http://en.wikipedia.org/wiki/GoFundMeThe only thing that could be scammy were if the guy posted a fake sob story to get money. But then again it can't be proved. Pay if you want to and trust he is being honest. Don't pay if you don't want to or don't trust it. I don't see the big deal. Yup, the best way to avoid scams is not to participate in any. It would be a shame if it was a scam and someone donated a sizeable amount of cash to it.

It helps to stop scammers a bit however trust only those who are rated with huge amounts of rep and from trustworthy members.

Use a trusted escrow. You could also meet the buyer in person.
Unless you have some serious rep, I think the best way to go would be a trusted escrow.
