Any GPU mining on Windows?

I have 4 RX480 the first 3 cards are running ~60 H/s but the last one ~18 H/s.
I switch the cards and it's always GPU3 (last one) that has the lowest. Why?
I tried -i 0 or -i 2 does not change

Use Claymore's windows miner.. You can get around 40 - 60 sols/s depending on bios etc
