No, the interest rate period start when the loan is activated.

The user can manually activate the loan if it reached at least 70% funding, or it will activate on closing date (provided it has at least 70% funding).

On the https://btcjam.com/listings page, I can't seem to properly sort "Time Left" by Ascending or Descending. I'm using Chrome.
