That means you have to post once every period to gain that activity. For all the potential activity to show as your activity, the amount of post must be more than or equal to the maximum activity. You can farm account by posting once per period but you would most likely be banned if you aren't contributing much.

How can i find out when my activity is update (start vs end of the 2 weeks cycle)
Holiday, suppose I post 16 posts in 1 day, and 1 got deleted, will i get 0 or 14?

I heard from other members that even after the member phase you still need to wait 2 minutes. Why is that? It is very annoying?

You can get maxium 14 activity points each week. Every new period begins on tuesday I believe. So if u want to create a high potential account, then post 1 post in two weeks and make it in a not self moderated thread.

This activity period will last until 9th of November, and next activity period is on 10th , with every activity period lasting 14 days.

That is to prevent spam attempts by newbies or new members, it will decrease as your rank increases .

Nope you're totally wrong on that one. A potential account(incase you didn't see the last posts) is an account with posts in various activity period with "unclaimed" activity, for example a Jr. Member with 30 posts may have max 420 max potential activity, if he has posted 1 post per activity period. The "unclaimed" activity can be claimed by making extra posts, in my example , the Jr. Member account can turn into a Sr. member in ~1 hr if you manage to post 390 posts.
