I believe you can download the page from augur.net and execute it locally.
"The page" is a simple html result of a backend process. You need the source code and install the source code on your server.
Augur is not a decentraalized app. It's a website offering bets with no betting licence and no contact details.
DAPP over ethereum need an interface that ususally reside on a centralized server. While the base app code is running over a decentralized network, the interface and user interaction is over a simple web site, controlled by an third party.
Anyway, i have a much important question :
What if augur team decide to shut down the dapp (send a kill signal). What happens with customer funds ? The address owning a contract can shut it down or update it anytime they want.
