My 2 cents ?

Staff should just talk to this guy about what specifically you want him to do differently.
I don't see a need to ban the guy..

I seen his Russia topic and thought it was messy + large.
Possible problem could be is the topic is too vague and that many pictures
were found on an image hoster then added to that big topic (by Vika)
Which is padding the topic with a LOT of posts that seem random.

Had he made a topic called Hot women from Russia it would be more focused.
Like the "Hot Girls from Asia" topic - in off-topic

Then i see him pushing it a bit with his "service"
and if i am not mistaken wasn't codishmumu banned for that partly too ?
Is posting cam girl invites for BTC against the rules ? i have no idea LOL

Anyway i don't think he's trying to Troll ..and Trolling requires Intent. (beyond a reasonable doubt)
He seems like a good guy with some rough English skills though.

Hopefully you guys can get it sorted out..

It is not up to the staff to explain the rules in baby steps to everyone. We can and obviously will help out, but if the user refuses to follow them or is unable to understand the rules then there is not much that we can do.

 I see, that this forum have multiple rules, and they are written in many languages with no English translation.
I found regular "UP" message deleted in German forum and regular post with "referral url" deleted in Italian forum.
In the Italian forum i found a Rule, that there "are abled to write only Italians".
 This is a totaly to laugh and to declared as a racist Rule.
 After my claim, this rule seems was changed to better, but still with a streng attention
to "Italian Language usage".
In Italy are existing millions of people with very low knowlege of Italian Language
and they are cutted in this way from discussion about BTC
The moderator send them all to their language countries sections,
 but how does chinese in Italy to discuss in China section the questions about the Italian situation or EU situation?

All this local rules needs a translation to English, and a Warning about
 specific range of action to language section.
Non English Rules must have a warning about English and other section Rules.

Any local Rules need specific the main difference with global forum rules shortly and clear.

In this way this forum will be more clear to users.

The Rule was exactly about "be Italian" to post in Italian section.
In this mode the Rule was a pure racist.
I'm living in Italy and i'm a Russian citizen and in this way was not able to write there.
The section is called "Italiano" and not "Italy".

Intention of moderator was to limite the use
of cheap mode of machine translations to Italian from foreigners in that section.

In this moment there are streng Rules about correct use of Italian Language in text
 and no more "be Italian" request.

(And there was a total ban of referral URL's.)

The local sections are for people to talk solely in specific languages. These sections are not on a per country basis. You are completely wrong here.

In this moment there are streng Rules about correct use of Italian Language in text
 and no more "be Italian" request.
The general rules (on found in this section) should apply to all sections. Additionally local moderators can introduce some rules as long as they don't contradict with the general rules.

This has nothing to do with the 'racist rule'. I don't care about Italian laws.

"Topic Hijacking" and "Self Promotion in other threads" can be attributed to rule 22 and 24.

The Rule N.24 have the clear description, if someone is
 interested in a "Bitcoin Porn Site" and post a direct request of URL -
 there is nothing wrong to put a URL of "Bitcoin Accepting Live Webcam Site VKcams.com"
