IF people well really report it to fbi theres possibilities that the fraud will go to jail and one thing they can do now is make some alliance those who got scam well send some info so they can have strong proof of being scam victim,

Nah, our government wants to block any cryptocurrency circulation in the Russian Federation. Most likely the first will be a ban on bitcoin exchange in rubles (but it's easy to get around, exchanging bitcoins for US dollars, then US dollars to exchange for rubles).
