It does. I think experience matters. Aside from the obvious card games, even in Dice, Roulette, even slots. 
With Dice, experience can help in knowing which multiplier,chance works best on either low/high.
For roulette, maybe not much but it helps if you know how the numbers usually roll.
Then for slots, some familiarity with the games helps, because some games wins more when on high bet than on low as well as the number of lines.
Even for sicbo, familiarity with the game,knowing the rules,etc.Can't just randomly pick a number.

I don't think experience matters in all gambling games, especially in dice, lottery, roulette and slots.  Experience matters in skill based games like poker, sports betting and blackjack.  Because the latter sports result is influenced by experience and skills.  You can clearly see the advantage of having experience and skills when two players meet in a poker game.

well it depends on what game you're playing. there are some gambling games that requires experience more than luck. games like poker for example. even if you have a bad hand, if you're experienced enough to know how to play with your opponent's reactions, you may still be able to win. though for some games, like dice and baccarat, all you need basically is a stroke of luck

The luck and experience will not help anyone in gambling to make profits consistently. Sometimes luck or experience may become as one of the reason for making profits. Nothing is matter in gambling in my experience, because making profit from gambling is not at all possible.
