Deposit and withdrawal are essentially very similar transaction: you make transfer from one wallet to another, therefore it has the same requirements for confirmations. Your coins that has been deposited are not the same coins you'll receive after withdrawal.

Yes but every forum is like that because the signature for Bitcointalk is dynamic and not static. Which means you can post a message today, it will display your signature, and in the future if you change your signature then all your posts will be changed automatically to the new signature.

On the request of withdrawal, pay the user from the address the user had deposited before. If the withdrawal amount is more than the deposited amount then the rest amount should be taken from the hot wallet
