Because blockchain need to be revised continuously and the revision should be done by the full support of the community. So we designed blockchain with governance system named 'Congress Network' and Commons Budgets. With governance system, we can make decision without the division of community. Commons Budgets are public budget that can be distributed with the proposal and the approval of Congress Network. With Commons Budgets, anyone can participate to improve this blockchain system with the support from Congress Network.
