I don't have any problem with you changing the rule, but it shouldn't be retrospectively applied to old accounts which were created when your rules were different. Besides all of that, i wasn't playing with a bonus when i won, so there isn't really an excuse for delaying payment at all.

I think this rule is nowhere to be found in the ToS. It seems to be local rule forged for this particular situation.
Apeman should feel lucky because if there is a rule in the ToS which prohibits users from having multiple account.
Then BitFortune might go as far as freeze all founds/withdrawals. I've seen other casinos done this before (most recently mBitCasino)

You were allowing players to use multiple account at first, so you should not give any penalties to him as he did not against any rules. It was your own fault to allow players use multi accounts, if your site is professional then you should give him the other 200mbtc.
