Yes, we have to wait until bulls take over the market, now it is very difficult to raise funds for any ICO. I hope the second stage of ICO Xaya will be more successful.

Does this mean that we will see the coin CHI on Poloniex? Or implied that, after Huntercoin snapshot, Poloniex will support only withdraw CHI, without possibility trading on exchange CHI?

You'll be able to withdraw CHI to your personal addresses. There is a possibility that Poloniex may list CHI (as any exchange can) but there is no promise or guarantee of that taking place.

You will be pleased to know that Poloniex have responded and will allow withdrawal of CHI. More information coming soon.

However, that's no guarantee that they will allow trading of CHI. So, as above, more information will be forthcoming.
