In the USA, the president functions as a part of the government, as head of the the executive branch. This is one of three branches of our government, which all have equal power. He can only make very broad policy decisions, but has complete control over the American war machine. Most laws need to pass through the legislative branch, the arm responsible for passing laws. But the executive order can be used to great effect, as these zing merrily past the legislative branch into actuality. Like the travel ban, for example. Congress would have never let that pass, had it been a bill (see my avatar). It was too poorly written, which is why it was appealed in its first iteration.

But, the legislative branch has the power to impeach the president. This won't happen, unless some very, very serious shit comes to light (like the Russian or Azerbaijan affairs), because there is a majority of members that are the same party as Trump. So, the government is stronger than the president, as he is just a government employee, but because his party controls 2 of the 3 arms of the government, he is beyond reproach at the moment.

A government is the system that is made for the purpose of serving the people. It is made by the people to serve the people. A government is the system that is made for the purpose of serving the people. It is made by the people to serve the people. It all depends on the model of the state. There are States where the President has very great power, and there are States in which the President has only representative functions and does not affect the policy of the country.
