Yes, this configuration will work fine for running a masternode. If you want to compile a wallet from source code, you'll need 1GB RAM, but if you will download precompiled binaries, 512M will be enough to run a masternode. You don't need an additional IP address, as your VPS (Time4VPS i persume) already includes 1 IP.

I'm seeing a block reward of ~1.3333 and also the MN reward is ~0.66666

Which one is correct?

The Budget System hasn't been inforced yet, so that's the reason for these rewards. At Block 86400 the Budget System will be enforced and you will see the stated reawards.

Budget system will be activated from Block 86400 . Masternode owners will  take a part in the governance process of Solaris through the Budget System -  each Masternode will have one vote to participate in all future developments and decisions.
