The address you mentioned 0x93025150b13Eb744D51d927549a30630912E8Fe8 is the ICO address. You can look at it to see the progress of the ICO.

What do you mean they are locked? I can see them in my wallet and I can select them on myetherwallet to send (generate and send a tx). So how are they locked?
