Odegaard is under perform in the last two seasons, so Wirtz definitely will be a priority.
But, we're talking about benefit and sustainability, if he join to Arsenal he only receive sustainability since there are no reliable attacking midfielder at the present.
However, if he join to Manchester City he will receive both benefit and sustainability because Manchester City is a team that high likely win Premier League and he will replace De Bruyne which is getting older.
If Wirtz wanted to go where would he choose the team? Or will he stay with Leverkusen?
Wirtz's future scenario:
Suppose he chooses Arsenal and this will be a priority as you said then when he is at Arsenal he will find it difficult to get trophies with the Gunners, even though this team is in top form they are still difficult to reach the top.
Maybe De Bruyne will stay one more season... Next summer there is a possibility of him leaving for Arabia.
Then Wirtz can get the position De Bruyne left behind.
Winning the Premier League trophy with Manchester City is still very possible for him.
