Bitcoin is "accepted" mostly as a speculative asset (i.e. not as a means of payment in the real economy), but that necessarily means that when someone earns via Bitcoin, someone else always loses via it (the so-called zero-sum game). Theoretically, it is possible that a whole country would beat the rest of the world (and then you could actually claim that Bitcoin helped improve the economy of it), though in practice this is highly unlikely. I guess it would be the same if all molecules of your body started to move in just one direction, say, upwards, and you would fly to the sky. Theoretically, this is possible, but the chances of that are infinitesimal. Hope this helps to dispel the confusion

The government of the country needs to increase as much as possible  opportunity to users to purchase goods and services for cryptocurrency. In other words, to accelerate and increase implementation of cryptocurrency in national economy by her complete legalization. You are misunderstanding the governments, they love to have people that are unemployed, because they can always say they can be the hero and solve the issues of the country with their new policies, besides someone that is unemployed and has no money is a person that is very cheap to buy while an employed person is going to be very difficult to buy, so as you can see governments are very happy when they have unemployment.
